It's frustrating to use the site because very often the site is completely inaccessible. And at the very best performance of the site, it is one of the most laborious websites to use of newspaper access websites. Also annoying is that it is a website affiliated with the university of california, and I'd certainly expect a U.S. state government type of site to be a lot better.

Slow page loading or no loading at all.

Most of the information on the sites pages won't load. If it does load, certain features like pdf downloads extraordinarily long time to complete.
