I found a solution

I found a solution!! Go to Internet options (pc) >security>trusted sites> uncheck"require server verification" add https:kakao.com

Once you do that it works! It is working for me.
I had 3 days of it not working till I did a deep research.

@kiki. Idk if the VPN, like NordVPN worked for me. Set the VPN in South Korean. I left it in over night and around 4 am I was able to log in successfully. I was able to send messages and my boyfriend was able to read and reply. Hope that helps your or for everyone.

This is so stressful! I deleted my kakaotalk app and redownloaded, but I couldn't log in becuase I forgot my password....so I tried logging in using forgot password, but when I did that using my email it asks for my "Name/nickname" I entered my name and email and it saids I tried too many attempts and my account got banned from what other people that can see in my profile. So i did forgot password using my phone number and it worked, BUT it created a whole new account and didn't let me access my old account!!! all my chats are gone and all my photos are gone. Earlier, Kakao Talk caused a similar disability for 18 minutes in the afternoon of the 4th, but this time, it seems to be having a hard time restoring the service due to the fire.
