Owners of site need to pay domain license

Google translate says the cyrillic writing is about a need to pay for the domain name before March 18th, or else it will be released for others to purchase, so hopefully they renew their license and it'll go back up

Tested with VPN, like NordVPN , a landing page with Cyrillic writing and RU in upper left...putlockernew.vc is likely behind a state sponsored firewall now
