issues with paying on checkout when logged into account.

I figured out an issue. so if i log into my account then proceed to check out no matter what card or browser i use when I click on the payment button nothing happens other than the browser auto scrolls up to payment almost to flag an issue. since everything green there nothing i can do. tried multiple cards and devices all with the same issue. What is interesting that if you select Apple pay or Paypal the transaction is successful. So I tried again but this time not logged in. All details exactly the same, payment went through fine. There is clearly an issue with the javascript on a logged in account.

This website has been unable to process orders for months. I am able to log in to my account no problem. As soon as I click checkout after payment info is entered, a red banner pops up telling me my order can't be placed and to check payment and shipping info. Payment info is fine and I tried other cards and shipping info mis correct. I have no problems with other websites entering exact same payment and shipping info. Also live chat loses connection.
